1.早稲田大学教員組合について
早稲田大学教員組合(以下、「教員組合」)は1961年7月1日に結成されました。早稲田大学全体で専任教員の6割近い先生にご加入いただき、私立大学の組合でも比較的加入率の高い法人格をもった労働組合です。
かつて早稲田の給与水準は国立大学教員の足元にも及ばない状況にありました。研究環境の面での落差は、それ以上であったかも知れません。現在の給与水準や充実した福利厚生制度は組合と理事会が長年にわたり交渉し獲得してきました。
教員組合は、賃金や福利厚生などの労働条件の維持・改善にとどまらず、早稲田大学の先生方の教員身分や研究環境の改善や学生をも含めた教育条件の改善についても積極的に努めてきました。
また、専任職員で組織される早稲田大学職員組合と協力して、より開かれた民主的な大学であり続けることを願いながら、教員・職員に共通する課題に関しては協同して取り組み、私学助成の増額を求める取り組みや総長選挙のあり方や大学財政に関する情報公開などを通して、大学運営に関してのチェック機能という役割も果たしています。
教員組合は日常的には、各職場から選出された執行委員会が総会や中央委員会で決定した方針に基づき活動を行い、その結果等については各職場や組合員にフィードバックしています。
教員個人個人が抱える問題についても対応を行っています。顧問弁護士とも契約し、必要に応じて法律的な側面での助言・支援を行っています。また組合活動は学部・学校等の垣根を越えて、全学の教員が親睦を深め、教育研究など様々な情報交換をする場としても機能しています。
1.WASEDA Teachers’ Union (WTU)
The WASEDA Teachers’ Union (WTU) was formed on July 1, 1961. It is an incorporated labor union that has a relatively high participation rate compared to other private university labor unions, with nearly 60% of all full-time faculty members of Waseda University participating.
There was a time in the past when the pay level of Waseda University faculty members was far below that of their state university counterparts and there might have been even larger disparities between the two in terms of research environment. The current pay level and rich benefits enjoyed today are the result of many years of negotiations between the WTU and the Executive Board of the university.
The WTU has been striving not only to maintain and improve their working conditions, including compensations and benefits, but also to improve the status of faculty members of Waseda University and their research environment, as well as educational conditions for students.
Furthermore, the WTU has been working in cooperation with the WASEDA Staff Union (WSU), which consists of full-time staff members of Waseda University, with the goal of making a more open-minded and democratic university. Together they address challenges faced by both the faculty and staff members of the university, while at the same time taking the role of a watchdog on university management through efforts aimed at obtaining a larger amount of government subsidies for private universities and through the disclosure of information about university presidential elections and finances of the university.
The daily operations of the WTU consist of activities that Executive Committee members, which were selected from each work section, carry out in line with policies adopted in general assemblies and Central Committee meetings. The results, as well as other relevant information, are then fed back to each workplace and WTU members.
The WTU also helps individual faculty members with their personal problems. Members can receive legal advice and support if they need to from lawyers contracted as the WTU’s legal advisors. Another function of the WTU is providing opportunities for all faculty members of Waseda University to build personal relationships and exchange information about education, research and other things beyond the boundaries of different schools, etc.
◯教員組合結成宣言
本日われわれは早稲田大学教員組合を結成した。これによって,わが早稲田の輝かしい歴史は新しい段階にはいる。われわれは,この歴史的な結成大会に出席しえたことをよろこびとし,また誇りとするものである。
われわれは,組合を結成したことによってわれわれに新たな責任が課せられたことを知っている。早稲田大学教員として大学の発展のために尽くす責任と教育者としてわれわれにゆだねられる数万の学生を教えみちびく責任とに加えて,今やわれわれは,組合員として,わが教員組合を公正なる主張と健全なる良識とにもとづいて,正しく民主的に運営する責任を持つ。これによって,全学教員の心が一つになり,そこから新しい母校愛が生まれるであろう。われわれはこれこそが早稲田大学の道であると信ずる。
教員組合のなすべきことは,おのずからさだまっている。組合は大学当局にいたずらに対立するものではなく,また教授会などの議決事項に口をさしはさもうとするものでもない。また組合は,給与委員会の存在に矛盾するものではなく,かえってこれを支えるものである。なぜなら,組合の要求について総長が然るべき機関に諮問するのは当然であり,またこれに教員の考えを反映させるために組合が協力することも当然だからである。われわれはただ,教育者として責任を果たすに足る生活を維持したいと願い,また学内に研究者にふさわしい環境を作りたいと欲するだけである。しかしまたわれわれは,われわれだけのことを考えているのではなく,組合活動によって生れる民主的な自由な空気から,優先なる後進がすくすくと成長していくことも期待している。
われわれの最高の願いは,いうまでもなく早稲田大学の発展である。今日われわれは,この同じ願いをもって組合へ結集した。よってここに早稲田大学教員組合が創立されたことを,大会の名において宣言する。

◯Inaugural Meeting Manifesto
Today, we have established the WASEDA Teachers’ Union, which brings the glorious history of Waseda to a new stage. We take immense pleasure and pride in being here to witness this historical inaugural meeting.
We are fully aware that forming this union gives us new responsibilities. In addition to being responsible for working towards the further growth of Waseda University as its faculty members, as well as for teaching and guiding tens of thousands of students placed under our care as educators, we are now also responsible for justly and democratically managing our teachers’ union as its members based on fair arguments and wholesome common sense. Fulfilling these responsibilities is certain to unite the heart of all faculty members, resulting in them developing a new love for Waseda. We believe that this is the path for Waseda University.
The WTU shall do what it is naturally intended to do. The union is neither hostile to the university authorities nor is it here to interfere in decisions made by Faculty Committees or other decision makers. Furthermore, the union does not contradict the existence of the Payroll Committee but supports it. This is because it is only natural that the university president should consult a proper organization regarding requests from the union, as well as for the union to cooperate with the organization so as to reflect the views of faculty members in the consultation. All we wish is to maintain a sufficient level of lifestyle to fulfill our responsibilities as educators and create a suitable campus environment for researchers. At the same time, we shall not only think about ourselves; we expect our union activities to create a more democratic and open atmosphere that will in turn lead to the healthy growth of future generations.
Needless to say, our utmost wish is the further development of Waseda University. In fact, it was that wish that brought us together to form this union today. As such, we hereby declare that this meeting marks the inauguration of the WASEDA Teachers’ Union.

2.組合員になると
組合費は毎月の本給および年末手当(専任教員のみ)から天引きします。組合費は教員の資格区分によって異なります。
①専任教員(教授、准教授、専任講師、教諭) 0.7%(上限6,400円)
②教授(任期付)、准教授(任期付)、研究員 0.5%(上限6,400円)
③講師(任期付)、助教、助手 0.1%
組合員になると、誰もが平等な立場で組合の活動に参加できる(組合集会や団体交渉の参加、組合や上部団体の主催する研究集会や催しへの参加や組合で保管する各種資料の閲覧等)ほか、以下の制度が利用できます。
①組合員の慶弔費
②労働金庫、全労済の利用
③短期貸付制度

2.If you become a member of the WTU
Your union dues will be deducted from your monthly salary and year-end bonus (if you are a full-time faculty member). The amount varies depending on the category of your faculty status.
(1) Full-time faculty member (Professor, Associate Professor, Assistant Professor or Teacher): 0.7% (Up to 6,400 yen)
(2) Professor (without tenure), Associate Professor (without tenure) or Researcher: 0.5% (Up to 6,400 yen)
(3) Assistant Professor (without tenure) or Research Associate: 0.1%
Once you become a member, not only can you take part in WTU activities on an equal footing with all the other members (for example participating in WTU meetings, collective bargaining sessions, study meetings and other events hosted by the WTU and its umbrella organization; and gaining access to various data kept by the WTU) but you are also entitled to the following programs:
(1) Congratulatory and condolence payments for members
(2) Use of the labor bank and ZENROSAI (National Federation of Workers and Consumers Insurance Cooperatives)
(3) Short-term loan system
(4) Legal counseling with lawyers contracted as the WTU’s legal advisors (For details, please contact the Secretariat.)
